A sanitary sewer service is the sewer line that runs from the house to the Village sewer main. Each property owner in Elk Grove Village is responsible for the maintenance, repair and/or replacement of their individual sanitary sewer service. If a homeowner experiences a sanitary sewer back-up, there are a few different ways to correct this problem. The least expensive is to have the sewer rodded to clear the blockage within the pipe. If the problem is more serious, sewer replacement may be required. Homeowners can also choose to have an exterior clean-out installed so the sewer can be rodded by a plumber from the exterior of the house. A permit is required for sewer replacements and/or for clean-out installations.

Other Requirements
• Tunneling under the public sidewalk is not permitted. The public sidewalk must be replaced if the sanitary sewer service is repaired or replaced underneath the sidewalk. When replacing the sidewalk, three (3) #4 steel reinforcing bars, ten feet (10’) long, are required to be installed equally spaced within the new sidewalk crossing over the trench.
• The contractor will be required to post a refundable cash bond when the permit is issued.
• If the sanitary sewer repair or replacement work will be performed in the public right-of-way (the area between the public sidewalk and the curb) the contractor must have an approved Certificate of Insurance and a Surety (License and Permit) Bond on file with the Village prior to issuance of the permit.   (Insurance & Bond requirements)

Why Apply for a Permit?
The Village of Elk Grove requires a permit for the Repair of a Sanitary Sewer and/or Cleanout Installation. By applying for a permit, the Village is able to supply the Permittee/Contractor with the necessary information and details to ensure this improvement meets Village codes and requirements.

The Permit Process
• Obtain a permit application from the Department of Community Development, which is located on the Main Level of the Charles J. Zettek Municipal Building at 901 Wellington Avenue, or on-line at www.elkgrovepermits.com.
• Return the completed application with a copy of the residential sewer service repair diagram to the Department of Community Development.   You can also upload the diagram online.
• After receiving your permit, be sure to call to schedule your required inspection(s).  You can also schedule inspections online.

Inspections
Inspections allow Village staff to physically view the contractor’s work and make sure the Village codes and requirements are followed.
• Trench Inspection
The trench for the sanitary sewer repair/cleanout may not be backfilled until the Village’s Inspector approves the installation.
• Requesting Inspections
To schedule an inspection, contact the Department of Community Development at (847)357-4220, Monday thru Friday, between the hours of 8:00am and 5:00pm. Requests for inspections must be made 24 hours in advance. Please have your permit number ready when you call.  You can always schedule inspections online, even if you didn't apply for your permit online!
• Final Inspection and Bond Refund
Once the work has been completed, including restoration, the Permittee/Contractor must complete the Request for Bond Refund form and return it to the Department of Community Development. A final inspection will then be performed by the Village. Providing all work is done correctly, the bond will be refunded.
